The SHINE Program (Serving the Health Information Needs of Elders) is a state wide program that provides free health care information, assistance, and counseling to Medicare beneficiaries of all ages and their caregivers. SHINE Counselors help Medicare beneficiaries of all ages to compare costs and benefits of various health plans. They are dedicated volunteers trained and certified by the Executive Office of Elder Affairs to explain many areas of health insurance, including Medicare, Medigap insurance, Medicare HMOs, MassHealth (Medicaid), prescription drug programs, Medicare Savings Programs, and other health care assistance. SHINE Counselors also help file Medicare appeals or grievances and can provide information and assistance in applying for help to pay for medical expenses for people with limited income and resources. SHINE is in partnership with the MORE program for Medicare and Medicaid beneficiaries conducted by community based organizations for people with limited English proficiencies.
